The Dominican Republic is taking serious steps to prevent the spread of the Coronavirus / COVID-19. Many non-essential businesses are shut down including museums and events in the Colonial Zone and throughout the entire country. There are special morning hours in Supermarkets for the elderly and those with immunodeficiency.

Try to enjoy your time at home during this pandemic. Take time out for the family. Take serious precautions as designated my all health departments throughout the world.

Keep your hands washed and respect others by keeping your distance.

And pray. Pray for those who have contracted the virus. Pray for those that have to make the tough decisions to protect everyone. Pray for the first responders and the caregivers that have to be exposed to this illness. Pray that all of this passes and everything can return to normal soon.

President Danilo Medina’s speech following the Coronavirus pandemic

Dominican people,

The reason for this message is to personally communicate the current situation of the development of the coronavirus.

As of today, 159 countries and regions are affected by the virus worldwide. This means that we are facing an unprecedented global health crisis, to which humanity must respond with responsibility and unity, putting above all the protection of people’s health and life.

According to the evolution of the situation day by day, the Dominican Government has been taking steps in stages, following the recommendations of the international health authorities.

For this reason, the doctors of the Armed Forces and the National Police have been guaranteeing the application of the health protocol in all access points to the country.

In addition, with the promulgation of Decree 87-20, on February 26, we declared emergency purchases and contracts essential for the response to the virus.

This has allowed us to carry out a series of preventive actions, including the purchase of medicines and supplies to detect the virus, as well as the empowerment of 2 hospital centers dedicated solely to receiving positive or suspected patients, and isolation areas in 15 treatment centers, health in different parts of the national territory.

In addition, last Wednesday I appointed a High-Level Commission, chaired by the Minister of the Presidency, to coordinate the actions of all the government institutions and permanently monitor their implementation.

For its part, the Ministry of Health formed a Technical Commission that is made up of all of society, both the public and private sectors, to coordinate the country’s efforts on this issue.

At the same time, we are working with the rest of the countries that make up the Central American Integration System (SICA), for the joint purchase of medicines and other financial aid measures.

As you know, on Monday we made the decision to suspend for a month flights from European countries, China, Korea and Iran, as well as flights from the Dominican Republic to those countries.

We have also suspended the arrival of all cruises, in all ports and coasts of the Dominican Republic.

Likewise, an exception period of 15 days in home isolation was established for all persons who have been in the last two weeks in any of the places for which the suspension of flights has been established. This includes Dominican students who were out of the country.

It is very important that all these people in quarantine take the necessary precautions to guarantee that, if any of them is a carrier of the coronavirus, it will not have an opportunity to spread.

Additionally, we have started a massive information campaign for the population, by means of a non-face-to-face way, in order to safeguard the necessary social distancing.

Ladies and Gentlemen,

As you can see, the authorities are acting with responsibility and diligence, carrying out all the measures established by the WHO protocols to protect our population.

However, we cannot ignore that we are facing a global health emergency and that to face it, we must work together and continue to take additional and exceptional measures, because at this moment there is no higher priority than protecting the health and life of Dominicans and Dominicans.

In this sense and in response to the global context we live in, I announce the following additional measures:

First, I will be sending the request for a national emergency declaration to Congress tomorrow and we trust its prompt approval.

We have also decided to close the country’s borders by land, sea and air, for the next 15 days.

This measure and the next ones that I will announce will take effect at 6 in the morning on Thursday 19.

From that moment, only the entry of ferries and planes will be allowed for the departure of foreign citizens who want to return to their countries and the arrival of planes, cargo ships and fuels to guarantee supplies to the population.

Likewise, teaching is suspended in all school and university centers until next Monday, April 13.

However, to continue guaranteeing the feeding of public school students, the School Feeding Program will remain in force. INABIE, in coordination with the Ministry of Education, will establish a mechanism so that the families of the students can withdraw from the educational centers the food rations that correspond to them according to the number of students enrolled.

Likewise, the Ministry of Education and the Ministry of Higher Education will inform about the measures that will be taken to guarantee that students can continue their training cycle, corresponding to the 2019-2020 school year, through virtual teaching and other initiatives.

In the same way, following WHO protocols and practices in place in different countries, events and concentrations of all kinds are suspended for 15 days.

This includes national and international events, public shows, cultural, artistic, and sporting events, as well as activity in bars and clubs, among others.

In the case of restaurants, only the collection and home delivery of food will be allowed.

Flea markets throughout the national territory and binational markets in the border area are also suspended.

Electoral proselytizing acts that have to do with marches, rallies and caravans are suspended, as previously reported to the presidential candidates.

Of course, these measures include all government inaugurations, which have already been canceled and any other act planned by public authorities.

Commercial activities are suspended for the next 15 days, with the exception of those dedicated to basic activities for the population: supermarkets, grocery stores, fuel stations, pharmacies, and commercial establishments dedicated to the sale of raw or cooked food, between others.

Public and private medical service centers and medical laboratories are also authorized to operate normally.

Any other type of company or business whose activity is considered vital in the current circumstances can contact the Presidential High Level Commission and we will seek the appropriate solution.

The Presidential High Level Commission will be announcing in the coming days other additional measures to be effective in this exceptional 15-day period that we have declared.

The National Police, the Ministry of Health and other competent authorities have precise instructions to ensure compliance with these measures, which are undoubtedly extraordinary, but necessary at the time we live.

Throughout the Public Administration, employees who are over 60 years of age and have any special health conditions such as diabetes, hypertension, cardiovascular or respiratory diseases, must remain at home for the duration of the crisis.

The rest of the employees will be alternated at 50% per week, except for the incumbents and those that are essential, unless someone with symptoms of the coronavirus is detected.

We also request that all productive sectors, whenever possible, implement remote work for at least 15 days.

In cases where this is not possible, the flexibility of working hours will be implemented and it is recommended that they limit the attendance of their employees to the minimum necessary, contemplating taking shifts that allow avoiding the influx of many people.

Dominicans and Dominicans,

As I said earlier, in this context it is crucial to have the support of the entire society, acting with responsibility and solidarity, to minimize the risks of contagion.

We know that the virus is potentially more dangerous mainly for people over 60 years of age or with previous health conditions such as diabetes, HIV-AIDS, hypertension and respiratory or cardiac difficulties.

For this reason, we recommend that all of these people stay in their homes.

But, in addition, it is crucial that all citizens follow the instructions and precautions to prevent the virus from spreading further and reaching the most vulnerable through us.

We urge the population as a whole to avoid any displacement that is not necessary and, at all times, to follow the recommendations for social distancing and hygiene that are being disseminated by the health authorities.

At the same time, we are reinforcing measures to guarantee the early detection location of any case, as well as full coverage and care for the sick. In this sense, I also announce the following measures, which reinforce those already taken in the health area:

1. From now on, those private laboratories that are duly certified will be able to carry out the test to detect the coronavirus, under the strict monitoring of the Ministry of Health, following the established protocols and promptly reporting the cases detected to the health authorities.

2. More isolation centers necessary for the defense of the Public Health of the Dominican People are being enabled and we warn the population that we will not allow the alteration of public order to fulfill this mission of the State.

3. In relation to hospitals and clinics, visits and circulation of people are limited.

4. It is also recalled that the notification of cases is mandatory for professionals, clinics and hospitals, as established by the regulations of the Ministry of Public Health.

5. Private health service centers, if they so desire, are authorized in coordination with the Ministry of Health, to enable isolation areas in their facilities.

6. The Superintendency of Health and Occupational Risks and the Ministry of Labor, together with all the ARSs, agreed to support all the initiatives of the High-Level Commission for the prevention of Coronavirus in the country.

Likewise, all the ARS undertake to add to their catalog of medical services, the test and care necessary to combat Coronavirus.

7. We have authorized the Ministry of Finance to take all measures to assist the pharmaceutical industry in order to support the production and import of drugs and supplies against the effects of the virus, in a way that guarantees supply to the population at reasonable prices.

Dominican people,

We are aware that these measures will have consequences for economic activity, but at the moment we cannot hesitate to take them, because what is above all else is protecting health and life.

However, in order to guarantee the employment and income of all workers, food security and economic stability in the event of any eventuality, the government has taken the following measures:

1. For the sector that will be most affected by the closure of flights, the hotel sector, the DGII will temporarily stop applying the rate to the Advance Price Agreements (APA).

2. Likewise, the payment of the annual income tax to be made in April by all companies that close the year in December will be allowed to be divided into four payments.

3. Urgent facilities will be granted to make the payment of advance payments of the entire productive sector more flexible, in three installments immediately after the emergency period.

4. The Ministry of Finance will coordinate any other necessary flexibility regarding the payment of tax obligations of companies and individuals, which could be deferred during the emergency period.

5. For its part, the Monetary Board, which is in permanent session from today, will publish tomorrow, the first package of measures aimed at guaranteeing economic stability and the provision of liquidity for the country’s companies, from so that they can cope with the situation and also protect people’s jobs.

In addition, I am appointing the Minister of Finance and the Governor of the Central Bank to coordinate with all the productive sectors the immediate application of these and other initiatives, if necessary.

I also want to announce that we are coordinating efforts with the Social Plan of the Presidency and the Economic Dining Rooms to guarantee food and meet the basic needs of the most vulnerable population in the face of these special conditions.

Rest assured that the government will not leave anyone helpless in these circumstances.

Dominicans and Dominicans,

We are continuously monitoring the situation, both in the cases present in the country and in the rest of the world, in order to be able to make proportional decisions at all times, as the situation evolves.

And of course, we will be communicating to the Dominican society the results of this follow-up work and reporting each case, with full transparency of information, just as the rest of the member countries of the World Health Organization are doing.

To accompany this effort, we request the collaboration of all communication professionals and citizens, spreading only verified information. It is essential to avoid spreading rumors and false news, which could deviate us, as individuals or as a group, from the correct course of action.

We ask the entire population to agree to follow the directions, respect the 15-day exception period and limit their social contacts.

Let us always remember that each protocol is designed solely for our protection and that of our loved ones, especially our elders and those most vulnerable or who are already in a delicate state of health.

Dominican people,

I do not want to close these words without expressing my sincere thanks to all the men and women who, since this situation became known, work day and night to protect the Dominican population.

People who have not hesitated for a moment to put all their dedication to the service of people, especially the most vulnerable, regardless of the number of hours of work or the effort required.

Let us all, as citizens, place our trust in all of them. In the preparation of our doctors, our nurses and all the care personnel. In the capacity of those who are coordinating actions and in the service vocation of those who guarantee order.

But above all, let us put all our faith in our own capacities, in what we are capable of overcoming together, Dominicans and Dominicans.

It is true, we are facing the most serious public health alert in recent decades. But, we are also facing one of those moments in history that show us the true greatness of human beings.

Being a Dominican has always meant facing challenges with courage and facing the future with optimism, and this time will be no exception! Let us not let fear cloud our gaze, let us strip ourselves of all selfishness and see in each compatriot a member of our great family.

Let us act with temperance, with rationality and always thinking about what is really important, what should unite us now, what we all want to preserve: the health of our grandparents and parents, of all those who are now more vulnerable, and of course, of our children.

Thinking of all of them it will be easier for us to face the difficulties and face together any discomfort that we have to live these days.

We have already shown on numerous occasions that in the face of difficulties we become great and always put the common good first.

Let us demonstrate once again our sense of Homeland, let us remember the best values that our founding fathers taught us.

I have no doubt that these same values will make us act united once again and will allow us to overcome this difficulty, becoming an even stronger nation.

Dominicans and Dominicans,

Let us have faith that this evil will not destroy us, not by my strength, nor by your strength, but by the power of God.

As the sacred scriptures say in second Chronicles 7:14, “If my people, who are called by my name, will humble themselves and pray, and seek my face, and turn from their wicked ways; then I will hear from heaven and forgive your sins, and heal your land.”

Discurso del presidente Danilo Medina a raíz de la pandemia del Coronavirus

Pueblo Dominicano,

El motivo de este mensaje es comunicarles personalmente la situación actual del desarrollo del coronavirus.

Al día de hoy 159 países y regiones están afectados por el virus en todo el mundo. Esto quiere decir que nos encontramos ante una crisis de salud global y sin precedentes, a la que la humanidad debe responder con responsabilidad y unidad, poniendo por encima de todo la protección de la salud y la vida de las personas.

De acuerdo a la evolución de la situación día a día, el Gobierno Dominicano ha ido tomando medidas de manera escalonada, siguiendo las recomendaciones de las autoridades internacionales de salud.

Por eso, los médicos de las Fuerzas Armadas y de la Policía Nacional han estado garantizando la aplicación del protocolo de salud en todos los puntos de acceso al país.

Además, con la promulgación del decreto 87-20, del pasado 26 de febrero, declaramos de emergencia las compras y contrataciones indispensables para la respuesta ante el virus.

Esto nos ha permitido ejecutar una serie de acciones preventivas incluyendo la compra de medicamentos y de insumos para detectar el virus, además la habilitación de 2 centros hospitalarios dedicados únicamente a recibir pacientes positivos o con sospecha de serlo, y áreas de aislamiento en 15 centros de salud en diferentes puntos del territorio nacional.

En adición, el pasado miércoles designé una Comisión de Alto Nivel, presidida por el ministro de la Presidencia, para coordinar las acciones del conjunto de las instituciones de Gobierno y dar seguimiento permanente a su implementación.

Por su parte, el Ministerio de Salud conformó una Comisión Técnica que está integrada por toda la sociedad, tanto sector público como privado, para coordinar los esfuerzos del país en torno a este tema.

Paralelamente, estamos trabajando con el resto de países que conforman el Sistema de Integración Centroamericana (SICA), para la compra conjunta de medicamentos y otras medidas de ayuda financiera.

Como saben, el lunes tomamos la decisión de suspender por un mes los vuelos provenientes de los países europeos, China, Corea e Irán, así como los vuelos desde la República Dominicana hacia esos países.

Hemos suspendido también la llegada de todos los cruceros, en todos los puertos y costas de la República Dominicana.

Igualmente, se estableció un período de excepción de 15 días en aislamiento domiciliario, a todas las personas que hayan estado en las dos últimas semanas en alguno de los lugares para los que se ha establecido la suspensión de vuelos. Esto incluye estudiantes dominicanos que estaban fueran del país.

Es muy importante que todas estas personas en cuarentena tomen las precauciones necesarias para garantizar que, si alguno de ellos es portador del coronavirus, éste no tenga ocasión de extenderse.

Adicionalmente, hemos comenzado una campaña masiva de información a la población, por vía no presencial, para así salvaguardar el necesario distanciamiento social.

Señoras y señores,

Como ven, las autoridades están actuando con responsabilidad y diligencia, llevando a cabo todas las medidas que establecen los protocolos de la OMS para proteger a nuestra población.

Sin embargo, no podemos obviar que estamos ante una emergencia de salud de nivel global y que para hacerle frente, debemos trabajar unidos y seguir tomando medidas adicionales y excepcionales, porque en este momento no hay otra prioridad mayor que proteger la salud y la vida de los dominicanos y dominicanas.

En este sentido y en respuesta al contexto global que vivimos, les anuncio las siguientes medidas adicionales:

En primer lugar, estaré enviando mañana al Congreso la solicitud de declaratoria de emergencia nacional y confiamos en su pronta aprobación.

Asimismo, hemos decidido cerrar las fronteras del país por tierra, mar y aire, durante los próximos 15 días.

Esta medida y las próximas que anunciaré entrarán en vigencia a las 6 de la mañana del próximo jueves 19.

A partir de ese momento, solo se permitirá la entrada de aviones ferry para la salida de ciudadanos extranjeros que quieran regresar a sus países y la llegada de aviones, buques de carga y de combustibles para garantizar los suministros a la población.

Asimismo, queda suspendida la docencia en todos los centros escolares y universitarios hasta el próximo lunes 13 de abril.

Sin embargo, para seguir garantizando la alimentación de los alumnos de escuelas públicas, el Programa de Alimentación Escolar se mantendrá vigente. El INABIE, en coordinación con el Ministerio de Educación, establecerá un mecanismo para que las familias de los estudiantes puedan retirar de los centros educativos las raciones alimenticias que les correspondan según el número de alumnos inscritos.

Asimismo, el Ministerio de Educación y el de Educación Superior informarán acerca de las medidas que se tomarán para garantizar que los estudiantes puedan continuar su ciclo formativo, correspondiente al año escolar 2019- 2020, a través de docencia virtual y de otras iniciativas.

De la misma forma, siguiendo los protocolos de la OMS y las prácticas en marcha en diferentes países, quedan suspendidos por 15 días los eventos y concentraciones de toda índole.

Esto incluye eventos nacionales e internacionales, espectáculos públicos, eventos culturales, artísticos, y deportivos, así como la actividad en bares y discotecas, entre otros.

En el caso de los restaurantes se permitirá únicamente la recogida y el servicio a domicilio de alimentos.

Se suspenden igualmente los mercados de pulga en todo el territorio nacional y los mercados binacionales en el área fronteriza.

Se suspenden los actos proselitistas electorales que tengan que ver con la realización de marchas, mítines y caravanas, tal como se informó previamente a los candidatos presidenciales.

Por supuesto, estas medidas incluyen todas las inauguraciones del Gobierno, que ya han sido canceladas y cualquier otro acto previsto por las autoridades públicas.

Quedan suspendidas las actividades comerciales durante los próximos 15 días, con la excepción de aquellas que se dedican a actividades básicas para la población: supermercados, colmados, estaciones de expendio de combustibles, farmacias y establecimientos comerciales dedicadas al expendio de alimentos crudos o cocidos, entre otros.

También quedan autorizados a operar de manera normal los centros de servicios médicos públicos y privados y los laboratorios médicos.

Cualquier otro tipo de empresa o negocio cuya actividad se considere vital en las circunstancias actuales se puede comunicar con la Comisión de Alto Nivel Presidencial y buscaremos la solución adecuada.

La Comisión de Alto Nivel Presidencial estará anunciando en los próximos días otras medidas adicionales para tener efectividad en este período de excepcional de 15 días que hemos declarado.

La Policía Nacional, el Ministerio de Salud y otras autoridades competentes tienen instrucciones precisas de velar por el cumplimiento de estas medidas, que sin duda son extraordinarias, pero necesarias en el momento que vivimos.

En toda la Administración Pública, los empleados que tengan más de 60 años de edad y alguna condición especial de salud como diabetes, hipertensión, enfermedades cardiovasculares o respiratorias, deberán permanecer en sus hogares mientras dure la crisis.

El resto de empleados serán alternados al 50% por semana, exceptuando los titulares y aquellos que sean indispensables, salvo que se detecte a alguien con síntomas del coronavirus.

Solicitamos igualmente a todos los sectores productivos en todos los casos en que sea posible, que implementen el trabajo a distancia al menos por 15 días.

En los casos en que esto no sea posible, se implementará la flexibilización de jornada de trabajo y se recomienda que limiten la asistencia de sus empleados al mínimo necesario, contemplando hacer turnos que permitan evitar la afluencia de muchas personas.

Dominicanos y dominicanas,

Como dije anteriormente, en este contexto es crucial contar con el apoyo de toda la sociedad, actuando con responsabilidad y solidaridad, para minimizar los riesgos de contagio.

Sabemos que el virus es potencialmente más peligroso principalmente para personas mayores de 60 años o con condiciones previas de salud como diabetes, VIH-SIDA, hipertensión y dificultades respiratorias o cardíacas.

Por eso, a todas estas personas les recomendamos, por favor, permanecer en sus hogares.

Pero, además, es crucial que todos los ciudadanos sigamos las indicaciones y las prevenciones, para evitar que el virus siga expandiéndose y pueda llegar a los más vulnerables a través de nosotros.

Instamos a la población en su conjunto a evitar cualquier desplazamiento que no sea necesario y a que, en todo momento, sigan las recomendaciones de distanciamiento social e higiene que están siendo difundidas por las autoridades de salud.

Al mismo tiempo, estamos reforzando las medidas para garantizar la localización detección temprana de cualquier caso, así como la total cobertura y atención a los enfermos. En este sentido, les anuncio también las siguientes medidas, que refuerzan las ya tomadas en el área de salud:

1.- A partir de ahora aquellos laboratorios privados que estén debidamente certificados podrán realizar la prueba para detectar el coronavirus, bajo el estricto seguimiento del Ministerio de Salud, siguiendo los protocolos establecidos y reportando puntualmente los casos detectados a las autoridades de salud.

2.- Se están habilitando más centros de aislamiento necesarios para la defensa de la Salud Pública del Pueblo Dominicano y advertimos a la población que no permitiremos la alteración del orden público para el cumplimiento de esta misión del Estado.

3. Con relación a los hospitales y clínicas se limitan las visitas y la circulación de personas.

4. Se recuerda también que la notificación de casos es obligatoria para profesionales, clínicas y hospitales, como lo establecen las normativas del Ministerio de Salud Pública.

5. Los centros de servicios de salud privados, si así lo desean, quedan autorizados en coordinación con el Ministerio de Salud, para habilitar áreas de aislamiento en sus instalaciones.

6. la Superintendencia de Salud y Riesgos Laborales y el Ministerio de trabajo junto con todas las ARS acordaron respaldar todas las iniciativas de la Comisión de Alto Nivel para la prevención del Coronavirus en el país.

Asimismo, todas las ARS se comprometen a agregar a su catálogo de prestaciones de servicios médicos, la prueba y las atenciones necesarias para combatir el Coronavirus.

7. Hemos autorizado al Ministerio de Hacienda a tomar todas las medidas de asistencia a la industria farmacéutica a fin de apoyar la producción e importación de medicamentos e insumos contra los efectos del virus, de manera que garantice el abastecimiento a la población a precios razonables.

Pueblo dominicano,

Somos conscientes de que estas medidas tendrán consecuencias en la actividad económica, pero en estos momentos no podemos dudar en tomarlas, porque lo que está por encima de todo es proteger la salud y la vida.

Sin embargo, con el propósito de que se garanticen el empleo y los ingresos de todos los trabajadores, la seguridad alimentaria y la estabilidad económica ante cualquier eventualidad, el gobierno ha tomado las siguientes medidas:

1.- Para el sector que se verá más afectado por el cierre de los vuelos, el sector hotelero, la DGII dejará de aplicar temporalmente la tasa a los Acuerdos de Precios por Anticipado (APA).

2.- Asimismo, se permitirá dividir en cuatro pagos la liquidación del impuesto anual de la renta que deben efectuar en abril todas las empresas que cierran ejercicio en diciembre.

3.- Se otorgarán facilidades urgentes para flexibilizar el pago de los compromisos de anticipos de todo el sector productivo, en tres cuotas inmediatamente posteriores al período de emergencia.

4.- El Ministerio de Hacienda coordinará cualquier otra flexibilización necesaria sobre el pago de obligaciones impositivas de empresas y personas, que pudieran ser aplazadas durante el período de emergencia.

5.- Por su parte, la Junta Monetaria, que está desde hoy en sesión permanente, hará público en el día de mañana, un primer paquete de medidas orientadas a garantizar la estabilidad económica y la provisión de liquidez para las empresas del país, de manera que éstas puedan hacer frente a la situación y proteger igualmente los empleos de la gente.

En adición, estoy designando al ministro de Hacienda y al gobernador del Banco Central para coordinar con todos los sectores productivos la aplicación inmediata de éstas y otras iniciativas, si fueran necesarias.

Quiero anunciar también que estamos coordinando esfuerzos con el Plan Social de la Presidencia y los Comedores Económicos para garantizar la alimentación y atender las necesidades básicas de la población más vulnerable ante estas condiciones especiales.

Tengan la certeza de que el gobierno no dejará a nadie desamparado en estas circunstancias.

Dominicanos y dominicanas,

Estamos haciendo un seguimiento continuo de la situación, tanto de los casos presentes en el país, como en el resto del mundo, para poder en todo momento adoptar decisiones proporcionales, según evolucione la situación.

Y por supuesto, estaremos comunicando a la sociedad dominicana los resultados de esta labor de seguimiento, y reportando cada caso, con total transparencia informativa, al igual que lo están haciendo el resto de países miembros de la Organización Mundial de la Salud.

Para acompañar este esfuerzo, solicitamos la colaboración de todos los profesionales de la comunicación y de los ciudadanos, difundiendo solamente aquellas informaciones debidamente verificadas.

Es esencial evitar la propagación de rumores y noticias falsas, que nos pudieran desviar, como individuos o como colectivo, del correcto rumbo de actuación.

Rogamos a toda la población que se avengan a seguir las indicaciones, respeten el período excepción de 15 días y limiten sus contactos sociales.

Recordemos siempre que cada protocolo está pensado únicamente para nuestra protección y la de nuestros seres queridos, especialmente de nuestros mayores y de aquellas personas más vulnerables o que tienen ya un delicado estado de salud.

Pueblo Dominicano,

No quiero cerrar estas palabras sin expresar mi más sincero agradecimiento a todos los hombres y mujeres que, desde que se conoció esta situación, trabajan día y noche para proteger a la población dominicana.

Personas que no han dudado un momento en poner toda su entrega y dedicación al servicio de la gente, especialmente de los más vulnerables, sin importarles la cantidad de horas de trabajo o el esfuerzo necesario.

Pongamos todos, como ciudadanos y ciudadanas, nuestra confianza en cada uno de ellos. En la preparación de nuestros médicos, de nuestras enfermeras y de todo el personal de atención. En la capacidad de aquellos que están coordinando las acciones y en la vocación de servicio de quienes garantizan el orden.

Pero, sobre todo, pongamos toda nuestra fe en nuestras propias capacidades, en lo que somos capaces de superar unidos, los dominicanos y dominicanas.

Es verdad, estamos ante la alerta de salud pública más grave de las últimas décadas.

Pero también estamos ante uno de esos momentos de la historia que nos muestran la verdadera grandeza de los seres humanos.

Ser dominicano siempre ha significado hacer frente a los desafíos con valor y plantarle cara al futuro con optimismo, y ¡esta vez no será la excepción!

No dejemos que el miedo nuble nuestra mirada, despojémonos de todo egoísmo y veamos en cada compatriota a un miembro de nuestra gran familia.

Actuemos con templanza, con racionalidad y pensando siempre en lo realmente importante, lo que debe unirnos ahora, lo que todos queremos preservar: la salud de nuestro abuelos y padres, de todos aquellos que son ahora más vulnerables, y por supuesto, de nuestros hijos e hijas.

Pensando en todos ellos nos será más fácil hacer frente a las dificultades y afrontar juntos cualquier incomodidad que nos toque vivir estos días.

Ya hemos demostrado en numerosas ocasiones que ante las dificultades nos hacemos grandes y ponemos siempre primero el bien común.

Demostremos una vez más nuestro sentido de Patria, recordemos los mejores valores que nos enseñaron nuestros padres fundadores.

No me cabe la menor duda que esos mismos valores nos harán actuar unidos una vez más y nos permitirán sobrepasar esta dificultad convertidos en una nación aún más fuerte.

Dominicanas y dominicanos,

Tengamos fe de que este mal no nos destruirá, no por mis fuerzas, ni por las fuerzas de ustedes, sino por el poder de Dios.

Tal como dice las sagradas escrituras en segunda de Crónicas 7:14, “Si se humillare mi pueblo, sobre el cual mi nombre es invocado y oraren, y buscaren mi rostro, y se convirtieren de sus malos caminos; entonces yo oiré desde los cielos y perdonaré sus pecados, y sanaré su tierra”.
